Loomis man in standoff with sheriffs

A Loomis man, with an outstanding arrest warrant, is in a standoff with Placer County Sheriffs and has barricaded himself in a Margaret Drive home in Loomis. According to Sheriff’s Sgt. Rick Padilla,the Placer County Special Enforcement Team is attempting to get a phone into the house to open a direct line of communication. They have not been able to make contact, so at 2:30 p.m. officers shot a ferret round of gas into the home. A second round was shot at 3 p.m. Padilla said Sheriff's deputies responded to a domestic dispute call this morning and found Clinton Culpepper, 29, standing outside and bleeding. Dena Erwin, the Sheriff's public information officer, said the department received a 911 call around 10:30 a.m. from a witness who saw a man assaulting his girlfriend inside of and near his car. She said when deputies arrived, they attempted to contact Culpepper who fled into a family residence, barricaded himself inside and is refusing to come out. Padilla said they must operate under the assumption that Culpepper is armed. Officers said the female who was involved in the dispute had left prior to their arrival. Padilla said Culpepper appears to have been injured in the dispute. No direct contact has been made with Culpepper, although attempts have been made to contact him by telephone, Padilla said. Officers have been using a bullhorn to request that Culpepper exit the home with his hands up. They told him he would not be hurt and that they had a warrant for his arrest. Culpepper, said Padilla, has an outstanding warrant of $50,000 for resisting arrest in a prior incident. Officers have spoken to Culpepper’s mother, who owns the house. She has said her son doesn’t have weapons she knows of, and none are registered to him, Padilla said. Erwin said Culpepper faces fresh charges of domestic violence and has numerous warrants totaling $50,000. She said he has a history of weapon possession and may have a weapon in the house. She said the department is attempting to negotiate with Culpepper and hope to get him out of the home safely. The female in the dispute has been located, but her identity has not been released. Erwin said she sustained minor injuries in the fight and has taken herself to the hospital for treatment. Authorities have set up a command center at the Church of Jesus Christ of Latter-day Saints on Margaret Drive. Margaret Drive is closed between King Road and Jenny Court. Clint has had problems with the law in past. Hisyounger brother recently died in a car accident last year or the year before. They were pretty close. I dont know him personally but knew his brother as an acquaintance. I hope he doesn't do anything stupid & this can come to a peaceful closure. He has made this situation much worse than it should've been. He may have already fled the house. As far as the domestic violence there are injuries to both parties both should be charged.
I'm so glad I don't live on the "Wrong Side" of the tracks! Yeesh.
And LocalGirl- depends on if his injuries were from her fighting back...which of course is only known by both of the parties involved. Of course if he hit her without provocation (physical not verbal) then he's a coward and needs to pay the piper.

Two weeks ago I addressed the Town Council on, what appeared to be, an alarming increase in criminal activity in Loomis. To say the least, my concerns were not met with wide spread excitement. One council member even denigrated my statements. Of all the things our council does, establishing citizen safety and security should be at the top of the list. My mother inlaw lives off Margaret and it is very frightning.I hope the council takes these incidences seriously. I guess some people would think this is funny, but it's not a funny matter.

So when my brother dies I know I'll have a good excuse to beat my wife and then lock myself up in my house like a little coward; because I know I have LocalGirl1976 on my side and she'll bail me out of jail and make things all better!

Rabid, I'm on a well and guard it very closely, so far I seem to be doing alright but I was wondering about the water in town myself. All of a sudden there has been a rash of incidents in quiet little Loomis. I actually live about 4 1/2 miles from town but I have loved the Town of Loomis from the first time I set eyes on it. I don't know what is happening but I'm sure someone will blame Bush.
Hafenger, he's not a teabagger, rumor has it that he was despondent about Obama's repudiation by the Massachusetts voters, I tend to believe that a little more, at least it makes more sense.
Edv3rt, you don't quit laughing because you get old, you get old when you quit laughing. I'll never loose my sense of humor, it helps keep my sanity somewhat intact, at least I think so.
Just because we may make light of it doesn't mean there is no concern. Remember when I asked the question about the increase in incidents and you downplayed it, even used anecdotes of the time you worked as a security guard a dew year a go. No one wants to se things like this happening in the community they live in and love. Is it an increase in the use of drugs?, Is it a growing disrespect for the law and the rights of fellow citizens. I don't have the answer but I am sure that the Sheriff Department is looking into it, that's their job and they do a good one..
I understand, but I want answers. It seems that most of these events are created by a "fringe element" in town. I think the council needs to address these isuues in a big way. The first thing they can do is ask the sheriff's office to come in and explain what they are finding out. If there is a pattern or common connection, a solution or at least an understanding of the problem can take place. I appreciate your attitude LR.
Could be all the light sentences these creeps get.

I live in auburn but know the area well and when you look at incident going back a year it within a 1 mile (maybe) more the dude and his 10 year old, the beating death,the shotgun guy, and this one! No offense but they are a little...um..well..ya! (Loomis resident) if it trickles out to you just let us in A-town know and we will put together a recovery mission and get ya out when the next bus breaks down! On a serious note! I've been in auburn for over 30 years and its so tough to see things like this go on and get routine! Far cry from when 49 was 2 lanes and it took 7 minutes to get to placer from dry-creek road!

Analyst: I did not know if Kevin had any history with the law, the few times I had the pleasure of conversation with him he was a nice respectable young man. He was a few years younger than me so I knew him through acquaintances.
