Jail isn’t somewhere you’d ordinarily want to make an appearance.

But on Monday, county brass trekked to Roseville to help break ground on the enormous new Adult Correctional Facility, to be located at the Santucci Justice Center and open by 2013.

Clocking in at $98 million, the new jail is the largest public building effort in Placer’s history, officials said.

While Placer’s population growth has currently slowed with the recession, the County’s population is expected to grow in the future, increasing the need for jail beds.

And county officials say the lousy economic climate has a silver lining in lower construction costs.

Officials say the current jail in Auburn, most recently upgraded in 2003, will continue to operate. But post-World War II facilities that now house minimum-security inmates at the Placer County Government Center in Auburn will be closed as new facilities become available.

Why’s a new jail needed?

Overcrowding at the existing jail can lead to early releases for nonviolent offenders, law-enforcement brass said.

“The new jail will not only allow us to house more inmates, but it will enhance public safety by decreasing the time our police officers, deputies and other law enforcement officers spend transporting and booking arrestees into the facility,” Sheriff Ed Bonner said in a news release. “This will allow our public safety partners to quickly return to their assigned beats and continue to protect the community.”

McCarthy Building Companies, Inc., the general contractor for the facility, has partnered with HDR Architects for the design-build construction model, and will seek Leadership in Energy and Environmental Design (LEED) silver certification. Phase 1 of the facility will have 390 beds, including 120 minimum security beds, a medical unit, administration, and intake/booking/transportation, as well as a correctional kitchen and other support functions. The facility is planned to allow expansion of up to 980 beds, as well as the possible future addition of a state-funded courtroom. There will also be a subterranean connection to allow direct access to an inmate holding center in the new South Placer Courthouse. Vanir is the construction management firm working on behalf Placer County.

Designed by HDR and built by McCarthy Building Companies Inc., both of Roseville, the jail will be constructed under a “fast track” designation that speeds the process because work starts even as design is ongoing. The first phase will include a new central kitchen and other infrastructure as well as 270 regular cell beds and 170 minimum security cell beds. The site is licensed for 980 beds in all.

Other highlights of the facility will include:

* A tunnel connecting the jail to the justice center for easier transportation of inmates to court hearings.

* The creation of 100 new staff and correctional jobs.

* LEED Silver recognition, an environmentally friendly designation that officials say will in the long run reduce operations cost.

That's funny, you would think that a third or so of the people in the picture would be candidates to spend some time in the new graybar hotel if an investigation for corruption ever took place. I wonder if they are going to have as many problems with this one as they had with the last addition to the Auburn Jail.

Some jail. So is it going to take 100 extra people to watch what we are already doing at the old jail ? So what is going to happen to the New Temple of Justice at Dewitt??or is it the Placer County Planning Commision that has the Temple? or Theatre any one knows what

they think of themselves as.( Temple,Castle,or Theatre)

And how much more $$ is this going to cost us taxpayers over and above the $98million? Im at a loss as to why this many jobs are needed, when the job is currently done with less...sounds like empire building to me....

Auburnite your post continue to show just how ignorant you are. The new jail is being built because the current jail has been at maximum capacity for many years. The number of beds available to inmates needs to be increased and has needed to be increased for many years. In order to house more inmates you must have more staff. By being able to house more inmates it will force criminals to have to serve their jail time. At the current time most inmates who are sentenced to jail time are not required to fulfill their obligated sentence as the jail has to release them early to make room for new arriving inmates. Therefor the punishment does not meet the crime. It also allows criminals back on the street early to victimize again.

As with anything that requires human involvement there are costs. I would rather see tax dollars spent protecting our community then spent on high priced senior manangement.

Hundreds of Millions of dollars spent on a justice center in Roseville, a brand new Office for the Sheriffs Dept in Auburn, while hundreds of thousands of square feet of vacant office space surrounds these buildings. All built and purchased at a time when property values were just beginning to plummet along with lease rates. Just recently millions were spent on upgrades to the Auburn jail, that will soon be obsolete and likely closed or dramatically reduced in use, creating a negative impact to many in the local Auburn area, from Bail Bondsmen to Deli's. Hundreds of millions of taxpayer dollars going it buildings that at best have a questionable need, and more than likely not needed at all at this time. At a time of economic collapse, state and county employees being placed on furloughs, including Probation Officers who are the ones that keep an eye on those released early, this spending does not make sense, when is the madness going to stop, ? Live with what you (we) have, provide stimulus to encourage and grow our tax base. Fancy buildings do not creat long term jobs or tax revenue. This is the kind of thinking that has led to the demise of the Auburn Union Elementary District that funny enough shares a common link with the Board of Supervisors. The community needs to take back control of our county, every day is a reminder of how out of touch "they" are. I for one do not feel any safer more peace officers would be a better choice to me.

Auburnite, you will see the need for those officers when you are spending time in there. Everyone knows you hate cops and it's probably because you are a frequent flyer.

As for the picture, isn't it ironic that the same BOS guys tossing dirt with the shovels will most likely be residents there? Kind of like digging your own grave.

Yes, the building of the criminal justice empire continues! What a scam this has become! Overstate the problem and need for more beds by embellishing the risk these labeled criminals present to the community. The same old "protection of the community arguement" is part of the business as usual mind-set which our law enforcement professionals rhetoric continues to espouse. Paint everyone with the same brush and label them a threat regardless of the nature of the crime or totality of the circumstances. Think about it? Do you feel any safer out there just because a new jail or prison is being built?

I find it very amusing that the name of the road for the new jail is "Go For Broke Road" (there's a sign out there stating so).

This indicates that the Placer County Board of Supervisors is EXTREMELY IRRESPONSIBLE in choosing what to spend money on.

Additionally, the reason we have too many people in the jail is because we, as a nation have the highest incarceration rate in the world due to our labeling way too many activities as jailable offenses.

Placer County is extremely-mismanaged by its Board of Supervisors.

Glad it's being built. Letting people out months before their sentence is unacceptable. Fill em up and keep em coming.

Perhaps they can use some of the space to house the inmates at the $11M dollar swimming pool just completed at Central Park in Roseville. Does anyone else find that overpriced swimming pool project to be grossly irresponsible and frivilous?

Wonder who the architecs and consultants are and how much that is costing.

I'm surprised the BOS and Miller actually knew which end of a shovel goes in the ground.

Can someone tell me when we're suppose to get a new Auburn and Tahoe animal shelter? They've been 10 years in the planning.

dancingdog, you're kidding, are you not? Animal lovers are way low in the minds of Tom Miller and the puppets known as the BOS. You guys made them mad, they will show you that is not acceptable in Placer County. Maybe if you guys take up a collection and send Rocky on a private plane ride over Auburn you'll get him on your side. Or get on the good side of Uhler, he may get you a County job that pays well enough to pay the Cat House's rent.
